Book “Public Procurement Contracting Procedure” by Doz. Dr. Nermin Lapandić Promoted
On 12 February 2021, at the Faculty of Administration, University of Sarajevo, the book “Public Procurement Contracting Procedure” by Doz. Dr. Nermin Lapandić was promoted. According to the moderators, the book will decipher certain problems that exist in the public procurement system. At the very beginning of the promotion, the present guests were addressed by the Faculty of Administration Dean, Doz. Dr. Emir Tahirović. “We want to emphasize that public procurement is an area that speeds up the movement of finances in the public sector. Through the study of this area, special importance is given especially to our students, but also to the general public, especially considering that the amendment to the Law on Public Procurement of Bosnia and Herzegovina is coming soon” said Dean Tahirović.
Amendments to the Law on Public Procurement are necessary allegations stated the promoter and reviewer of the book, Prof. Dr. Fuad Purišević and added that the premise of this book is the procedure itself, which is most often abused, as well as the procurement itself, which is often not in accordance with the law. “This book is especially important at this moment when the international community is demanding reform of public administration and public procurement from Bosnia and Herzegovina. Public administration includes both state and non-state administration. It also includes companies entrusted by the state with the exercise of public powers and other institutions that have those powers. This book came at the right time to point out the importance and need for what is to follow, and that is the accession of Bosnia and Herzegovina to the European Union” said Professor Purišević.
Author, Doz. Dr. Nermin Lapandić was also a member of the Working Group of the Council of Ministers of Bosnia and Herzegovina to amend the Law on Public Procurement. The current Law should be harmonized as much as possible with the current European Union Directives. “We did that job at the end of 2018, and we put that amendment to the law on public procurement into the regular procedure through the Public Procurement Agency." That has not passed the Parliament until today “ said Lapandić. The book "Public Procurement Contracting Procedure" was written with the intention of presenting a complete insight into the public procurement procedure from planning to contract implementation.
The moderator was Mr. Sc. Hazim Okanović. The promotion of the book was attended by representatives of the academic, political and cultural life of Bosnia and Herzegovina.
