The National and University Library of Bosnia and Herzegovina (NUBBiH) is the national library of Bosnia and Herzegovina based in its capital Sarajevo. During the war in Bosnia and Herzegovina, during the siege of Sarajevo, on the night of 25 to 26 August members of the Army of the Republika Srpska torched the City Hall by shelling and annihilating much of the archive and library collections of the National and University Library of BiH.
The National and University Library of Bosnia and Herzegovina was established by the Decree on the National Library of the Federal Bosnia and Herzegovina, signed by the then Minister of Education, Ante Babić, which was published in the Official Gazette of the Federal Bosnia and Herzegovina on 31 October 1945.
The introductory part of this document states: "Based on the the authority of the People's Government of Bosnia and Herzegovina on 9 October 1945, the Ministry of Education prescribes the following Decree on the National Library of the Federal Bosnia and Herzegovina."  The first article of this legal act reads as follows: The National Library of the Federal Bosnia and Herzegovina shall be established in Sarajevo. It shall be under the supervision of the Ministry of Education. The National Library is the central national library for the Federal Bosnia and Herzegovina, and its activities extend to the entire territory of Bosnia and Herzegovina.”
