National and University Library of Bosnia and Herzegovina (NUBBiH) is the national library of Bosnia and Herzegovina based in its capital Sarajevo. During the war in Bosnia and Herzegovina, during the siege of Sarajevo, on the night of 25 to 26 August members of the Army of the Republika Srpska torched  the City Hall by shelling and annihilating a lot of archive and library collections of the National and University Library of BiH.

The National and University Library of Bosnia and Herzegovina was established by the Decree on the National Library of Federal Bosnia and Herzegovina, signed by the then Minister of Education, Ante Babić, which was published in the Official Gazette of the Federal Bosnia and Herzegovina on 31 October 1945.

In the introductory part of this document it reads: "On the basis of the authority of the People's Government of Bosnia and Herzegovina on 9 October 1945, the Ministry of Education prescribes the following Decree on the National Library of the Federation of Bosnia and Herzegovina." [1] The first article of this legal act reads as follows: It is founded in Sarajevo, the National Library of the Federation of Bosnia and Herzegovina, and it is under the supervision of the Ministry of Education. The National Library is the central national library for Federal Bosnia and Herzegovina, and its activities extend to the entire territory of Bosnia and Herzegovina.

The mission for which this institution was founded is highlighted in Article 2 of the said Regulation: "The National Library in Sarajevo has the task:to provide its readers with a comprehensive knowledge of the life and culture of our people, especially the people of Bosnia and Herzegovina,
